Functie SAFETY MANAGER

Omschrijving HSE Manager. Provide Country HSE support to VP Operations and Operational Counterparts for the responsible lines of business. Serve as a business partner working with operational counterparts in leading HSE excellence and supporting; Manage HSE program for multiple offices and project locations within the Country, and ensure adequate staffing and training of the required HSE resources. Serve as a technical resource to provide direction on HSE policies/procedures, and for interpreting regulations and compliance requirements. Assist in providing: 1) strategic direction and management, 2) people development, and 3) HSE program development and implementation specific to the Country. Support Beyond Zero performance that is inclusive in the Country’s vision and strategic plans. Provide overall leadership, management and direction to the Country assigned. Directly supervise Home-Office/Field and Site HSE Managers. Responsibilities: Take personal ownership and responsibility for protecting people from harm, and for developing strategies that drive performance and support continuous improvement; Maintain communication with the Sr. HSE Manager to provide technical resource guidance, and to ensure consistent implementation of HSE process tools that support Regional HSE strategic plans and objectives; Support the HSE staff and Operations counterparts to implement the Regional HSE business plan and to monitor performance; Establish effective working relationships with operations, HSE, sales, and support organizations to ensure consistency across projects/offices; Work closely with Field Services who manage the execution in the field; Supervise Site/Program HSE managers by monitoring and analyzing HSE performance to identify improvement opportunities and career advancement opportunities ; Support strategies for developing HSE resources that includes recruiting, hiring, growing, and retaining of regional HSE professionals; Strategic planning includes career development, succession planning and scheduled timely performance appraisals; Support specific HSE initiatives to drive Country’s Beyond Zero performance; Conduct HSE training relative to the Country’s need and the training matrix developed; include HSE indoctrination of key resources; Ensure mandatory training requirements are consistently met, and develop regional customization and implementation planning; Perform HSE audits and site inspections; Involved in supporting HSE policy and procedure implementation specific to Country’s needs; Develop written HSE reports and other communications as required; Surfaces lessons learned from projects/offices, within the country and share corporate/regional lessons learned within the country; Monitor and support development of HSE recognition and awards programs; Network with industry associations, companies, Health and Safety professionals and regulatory bodies; Benchmark against industry and company standards. Functional Areas of Responsibility: Managing Implementation of HSE System and Process Tools; Recruiting, retention and career development of HSE resources; Project Readiness and Start-up including gap analysis of programs/procedures; Planning HSE activities and improvement plans into the projects and office locations; Provide and organize Training and Education; Performing Audits including SER’s and Inspections; Measuring HSE Performance for improvement; Incident Reporting and Investigation; Subcontractor Pre-qualification Process; Turnaround Support; Risk Assessments; Design Safety Support; Claims Management; Monitoring applicable Government Regulations and Legislation; JSIMS Management including tracking/trending incidents; Supporting Beyond Zero. Degree/Educational Requirements: Degree – bachelor degree (HVK – Top Tech) in safety or other related field preferred; or advanced technical training in a related field; or equivalent education and experience; Professional designation meeting qualifications of a national or international certifying agency; or actively pursuing such designation. Experience Required: 7+ years of experience including supervisory experience at a site-specific level; advanced technical training and/or advanced HSE certification with bachelor degree in HSE related field preferred; experience in multiple project execution types such as direct hire and construction management; experience using HSE Management Systems and processes.
